NATIONAL MANAGEMENT COURSE (NMC)

The College MOTTO is `IQRA’.  However, in keeping with the aim and scope of the curriculum of the National Management Course, the Motto for the course has been recently adopted which reads as under:

“FOCUSING PUBLIC POLICY IMPLEMENTATION” 

Aim of the National Management Course

The aim of the National Management Course is to enable senior officers of the Federal and Provincial civil services, friendly countries and senior executives from the private sector to understand factors bearing on formulation and implementation of public policy, with a view to preparing them for assignments at national policy level.

Scope of the National Management Course

1.       Sensitize the participants to concepts and issues in modern statecraft and public policy; and to the methodology and processes of public policy formulation; and enhance their abilities to think strategically and appreciate how various factors, internal as well as external, impinge upon the policy process.

2.      Enhance participants’ understanding of geo-political and geo-economic trends in a globalizing world and identify challenges and opportunities for Pakistan; analyze determinants of foreign policy and major international issues and their impact on Pakistan; and establish linkages between domestic and international compulsions for Pakistan, enabling the participants to give rational inputs for formulation of a pragmatic policy framework.

 3.      Enhance participants’ comprehension of strategic economic concepts and issues in a globalizing world, enabling them to provide inputs for formulating and implementing viable and pragmatic economic policies to meet challenges of growth and development.  

 4.      Enable the participants to comprehend and deal effectively with strategic issues of Public Finance and Financial Management in Pakistan:

 5.      Examine Pakistan’s socio-cultural environment; and its role and place in policy formulation and implementation with a focus on human development as a primary function of the state.

 6.      Enhance understanding of the participants in concepts relating to strategic management, leadership and issues in governance and their inter-relationship in public policy formulation and implementation.

 7.      Enable participants to undertake policy related research and analysis as an input for policy formulation.

8.      Through inland study tours, add to participants’ knowledge of practical problems and issues of public policy formulation, implementation and governance; and through foreign study tours, gain knowledge about public policy planning and formulation processes of selected countries.

Modules

 a.         The curriculum of the Course is split into Seven Modules/Studies spread over 3 terms as under: 

 b.         Each module/study is sponsored by a faculty member who is responsible for organizing and conducting the training in accordance with the curriculum under overall guidance of the Principal.  

c.         Sessions are generally held centrally in the NMC Hall. Scholars and eminent speakers who are experts in their own fields are invited to deliver talks on given topics, which are followed by Q & A sessions where participants have the opportunity to clarify and raise issues of relevance to public policy formulation and implementation 

Inland  Study Tour

Aim:

To add to their knowledge of practical problems and issues of public policy formulation, implementation and governance.

Scope:

 i.            Enhance understanding of working of federal and provincial governments; public and private sector organizations; their problems and issues.

 ii.            Study and analysis of  inter-ministerial/inter-agency relationship and coordination.

 iii.            Analysis of service delivery issues, decision making; on ground realities of public policy formulation and implementation.

Foreign Study Tour

Aim: 

                  a. To gain knowledge about Public Policy Planning and formulation processes of selected countries and Implementation Techniques for Socio-Economic development vis-à-vis National purpose, interests and objectives

 

Scope:
 
i.            Comprehend framework of public policy analysis and comparative governance.
 
ii.            Study inter-ministerial coordination mechanism.                   iii.            Analyze role of private sector in economic development.  iv.            Examine regulatory framework.
 
v.            Study planning processes in economic development.

vi.      Understand diplomatic processes.
