The
PASC Library, came into being in December 1960, with the
establishment of the College by the Government of
Pakistan. This is a specialized Library holding books on
social sciences (Economics, Public Administration,
Management, Political Science, Islam, History, Biography,
International Relations, Public Policy, Governance etc.)

| The
Library Collection
|
|
The
library has more than 40000 volumes of books, government
publications, periodicals, news papers, maps, audio, video
cassettes, CDs and other material to meet the information
and research needs of the participants attending the
courses, faculty members, research staff and also
researchers and students from different universities /
management schools and colleges etc. The library
subscribes to approximately 50 periodicals, magazines on
important subjects. Nearly 60 magazines are received free
and through with the PASC magazines from different local
and international organizations. The library subscribes 8
English and 7 Urdu Newspapers. The Research Assignments of
participants from S-1 to S-83 are available in the
library.

Service |
|
The
articles on important subjects from the
periodicals/magazines received in the library are indexed
to facilitate the participants, faculty and researcher.

| Press
Clipping Service
|
|
PASC
library has a very extensive and complete section of
"Press Clipping". This service scans all local
news papers, weeklies etc received in the library. Subject
wise compiled bound registers are available in separate
shelves, which cover all important topics of current
issues. These clipping registers can be consulted in the
library and relevant pages if so required photocopied by
the staff. Boxes are also maintained for pamphlets/
broachers on various important topics.

Service
|
|
CDS ISIS
is the computerized catalogue, providing speedy access to
the library's collection by subject, key words, and
combining Author and Title. Separate card catalogue
cabinet is also available where complete data of every
item is on cards.

| IT
Service
|
|
Instant
e-reference, CAS (Current Awareness Service), SDI
(Selective Dissemination of Information), internet
surfing, scanning and printing of documents services are
provided. Access to Digital Library Programme (HEC online
journals) is also provided. Databases and publishers
included in this programme are ASABE, BioMedCentral,
Blackwell Synergy, EBSCO, Academic Search Premier,
Palgrave MacMillan, Oxford University Press, Royal Society
of Chemistry, Springer Link, Open Access resources and
much more.

Library Loan System
|
|
The
library maintains close contact with other libraries based
in Lahore. It is a member of Lahore Business and Economic
Libraries.

Publication
|
|
The
library publishes Library Bulletin which contains all new
books and articles indexed on various important topics
annually.

| Circulation
Rules
|
|
Books
are issued according to a “self-charging system” which
implies that participants and library members can select
books by themselves, take out book cards of the selected
books, sign on these cards and hand over them to the
official on duty at the issue counter. The participants
are not allowed to take any material without getting them
issued. Books are issued strictly for 15 days at a time.
Not more than 5 books can be drawn at a time. Reference
material and periodicals are NOT issued.
Syndicate
Reserve Shelves (for use within Library only)
Books
specifically prescribed for or relevant to the study of
syndicate subjects are kept in reserve shelves marked
"Reserve shelf". These are basically meant for
use by Syndicate members. In cases where only single copy
is available, the rotation amongst syndicate members will
be determined by the Chairman of the syndicate concerned.
Reference
Section (for use within Library only)
The
Library maintains a reference Section which has a sizeable
collection of books for ready reference. The reference
books marked with the notation 'REF', are not issued for
use outside Library and can only be used within the
Library premises. Journals and periodicals which are kept
in the periodical room also come within the scope of the
term "Reference Materials".

| Library
Membership |
|
Every
ex-participant of the Staff College, officers of the
government departments (both provincial and central),
autonomous and semi autonomous organizations can become
Library members on an application forwarded through their
head of department, ex-government employees who are
ex-participants but no more in service can also avail this
facility. A sum of Rs. 100/-
(Rupees on hundred only) as refundable library
Security will have to be deposited for the purpose against
due receipt. Such Library members are entitled to draw
only one book at a time. In case members wish to draw two
books (which is the maximum permitted No. of books under
this facility), the deposit required will be Rs. 200/-
(Rupees two hundred only).

Clearance Certificate
|
| Every
participant, at the end of the Course, will have to obtain
a clearance certificate from the Library and hand it over
to the Studies Section as a condition precedent to the
successful completion of the Course and grant of Course
Certificate.
