History of the Pakistan Administrative Staff College

The Pakistan Administrative Staff College was established in November 1960, under the Societies Registration Act, 1860 with the following objectives:

  • To equip senior public and business executives for their role in a dynamic and developmental society.

  • To focus attention on the need and methods of making public and business administration efficient and economical

The financial assistance, for setting up the institution  was provided by the Ford Foundation, technical assistance was from Syracuse University and Administrative Staff College Henley (UK)

The College was accommodated in the present building, the former Punjab Club, built in 1904 – a fine example of Greco - Roman Architecture.

The first training course commenced on December 24, 1960 with an opening address by the then President, Field Marshal Muhammad Ayub Khan.

The name of the course was changed from Advanced Course in Management Development to its present name – National Management Course, in 1990

The college was converted into National School of Public Policy through an Ordinance promulgated on October 26, 2002 and Lt. Gen. ® Javed Hassan, Principal, PASC was notified as Rector, NSPP.

The College organizes a high profile course called the National Management Course (NMC) twice a year for senior civil servants (Joint Secretary level).  So far the College has organized 84 National Management Courses (NMC).  The strength of participants upto 81st NMC was 24 participants.  However, upon induction of the new Principal Lt. General (Retired) Javed Hassan, HI (M), and in line with the new vision spelt out by the Government, a substantial increase in the intake of the Participants has taken place. Consequently, the strength of the participants registered an increase from 24 participants to 42 for 82nd NMC. And the intake for 85th NMC had been further raised to 45 participants.  Now 50 participants have been invited for the 85th NMC.  Simultaneously, substantial changes have also been incorporated to make the course curriculum more wholesome and comprehensive focusing on global, regional and domestic dynamics that impact formulation and implementation of public policy.
