Lt. Gen (Retd) Javed Hassan, HI (M) [Hilal-i-Imtiaz (Military)]
Lieutenant General (Retired) Javed Hassan, HI (M), Rector, National School of Public Policy was commissioned in Infantry in October 1968 after graduating from Pakistan Military Academy. He is a graduate of Command and Staff College Quetta as well as Command and Staff College Turkey. He has Masters in War Studies from Quaid-e-Azam University, Islamabad and a diploma in Turkish Language. He also holds Masters’ Degrees in Political Science and Economics, War Studies.
He has participated in Indo-Pakistan War 1971 and also took part and commanded the troops in operations in the high altitudes of Siachin Glacier. He has held a number of staff assignments including the Director Military Operations at General Headquarters and Defence and Military Attaché in USA from January 1995 to October 1997. He has commanded a Division along the Line of Control and an Army Corps as well. The General has a vast instructional experience and has been instructor at the School of Infantry and Tactics and Command and Staff College Quetta. He remained Commandant of National Defence College, Islamabad with the longest tenure during which the College capacity was enhanced from less than 100 participants to 300 participants and new courses such as Allied Officers War Course, National Security Workshop and CAPSTONE Courses were introduced.
On the intellectual plane, the General has contributed numerous articles for professional journals of Pakistan Armed Forces. He is the author of a book “India: A Study in Profile”, which was published by Army Education Press and distributed by Services Book Club to all its members in 1990. The General also participated in the Eleventh Pacific Armies Management Seminar conducted in Bangkok, “Thailand” from 27 November to 9 December 1986 and attended Conference on “Security in South Asia: Regional and National Perspective” organized by Bangladesh Institute of International and Strategic Studies (BHSS) and Bangladesh NDC in August 2001 in Dhaka. He has led the Pakistani Delegation for two Seminars with the National Defence University, Washington DC. USA. He also attended “United States - Pakistani Brigadiers/Colonels Equivalent Programme” on the subject of “Terrorism with Focus on National Perspectives at The Operational and Strategic Levels” held at Joint Forces Staff College in Norfolk Virginia, USA in June, 2006.
During his tenure as Commandant National Defence College, Islamabad and his assignments as Rector, National School of Public Policy and Dean National Management College, had a chance to visit most of the developed/developing countries of the world by virtue of which the General officer stands well equipped with Regional and Global environment and the issues related to the formulation of Public Policies and Implementation processes.
Lieutenant General (Retired) Javed Hassan has been awarded Hilal-i-Imtiaz (Military) and Sitara-i-Imtiaz (Military) in recognition of his services.
Mr. Rahat ul Ain
Mr. Rahat ul Ain is currently serving as Dean at the National Management College, Lahore. After completing his Masters in English Literature from Government College Lahore, he joined Government Service in 1974.
A Commerce & Trade Group officer, Mr. Rahat has been posted in various parts of the country as well as abroad. His postings in Istanbul as Counsel General of Pakistan (1995-1999) and in Sri Lanka as Commercial Attaché (1982-1985) provided him opportunities to promote Pakistan’s interests overseas. He has served in the former Export Promotion Bureau, Cotton Export Corporation of Pakistan, Office of the Chief Controller of Imports and Exports, and State Life Insurance Corporation in Karachi, Islamabad, Quetta, Sahiwal, and Faisalabad. In 2002-2003, Mr. Rahat attended the National Defence Course at the NDC, Islamabad, where he also acquired a Master’s Degree in Defence and Strategic Studies. Before joining the College, he served as Executive Director at the State Life, Karachi during 2004-2005. He joined NMC in September, 2005 and before his posting as Dean of NMW, he remained the Chief Instructor of Senior Management Wing (SMW) as well as of National Management Wing of NMC.
Mr. Rahat ul Ain’s special interests include Cricket, Travel, Reading, Writing, Research, Music and Translation.

Mr. Shafiq Hussain Bokhari
Mr. Shafiq Hussain Bokhari, currently, the Chief Instructor, NMW joined the Civil Service of Pakistan as an officer of District Management Group in March, 1979. He is M.A English Literature and LL.B from the University of Punjab Lahore. He also holds a master degree in Management from Arthur D. Little School of Management Boston (USA). He has served in NWFP for a period of ten years in various capacities. Besides having an experience of filed postings in settled Districts and FATA, he has also served as Deputy Secretary in various departments of Provincial Govt. of NWFP. In the province of Punjab also he has a vast and multifarious administrative experience. He has served as Director Finance and Administration in Multan Development Authority and Additional Director Anticorruption of Multan Region with an area of jurisdiction in three former civil Divisions of Multan, D.G Khan and Bahawalpur. In addition to that he also served as Vice Commissioner, Punjab Social Security Institution as well as M.D, Punjab Health Foundation. He has remained Deputy Commissioner of two Districts and Commissioner of two former Civil Divisions of Punjab. He has worked as Secretary to the Provincial Government in two Departments viz Religious Affairs & Auqaf and Zakat & Ushar. His last assignment before his present position was Member Judicial, Board of Revenue Punjab with an additional change of Chief settlement Commissioner Punjab.
Mr. Naeem Aslam
Mr. Naeem Aslam, Directing Staff (Socio-Cultural Dynamics - Human Development and Public Service Management), joined service in this College in 1978. He holds the degree of Science in Administration from Central Michigan University USA and Masters in Public Administration (Gold Medalist) from Punjab University. He has done National and International consultancies with FAO, CPCS, USAID, IRTI etc. He is a book/article reviewer for Thunderbird International Business Review (TIBR) USA. He is a certified trainer for Conducting Leadership Grid Seminars. His interests are in Strategic Management, Human Resource and Training & Development. He is a member of Pakistan Society for Training & Development, Management Association of Pakistan and was awarded ‘Alumnus of the year’ (1988) by World Centre for Training & Development, USA. Before his current posting, Mr. Naeem Aslam was posted as Acting Dean of NIPP under the NSPP.
Mr. Muhammad Azhar
Mr. Muhammad Azhar is a DMG officer of 1981 batch. Basically a law graduate. He remained a Civil Judge for more than three years in the Punjab before joining District Management Group in 1981. Mr. Azhar started his career in district administration from the Province of Balochistan. First posting was AC Bela (Lasbella) and then as ADC Lasbella. He served as Section Officer (Cabinet Division) in Federal Government at Islamabad for a short time. On allocation to Punjab Province Mr. Azhar served as Deputy Commissioner Dera Ghazi Khan and Rajanpur. Mr. Azhar has varied experience of serving as Deputy Secretary, Additional Secretary and Special Secretary in different departments of Government of the Punjab.
In 2001 (after Devolution and creation of post of DCO) Mr. Azhar also served as DCO Bahawalnagar and DCO Muzafargarh. He has been DC/DCO for more than nine years.
In 2006 Mr. Azhar attended Executive Leadership Development Course at Kennedy School of Government at Harvard University, USA. In 2007-08 he attended National Management Course from NMC, NSPP, Lahore.
Mr. Azhar brings with him a long varied experience of judicial and administrative governance of more than thirty years.
Mr. Muhammad Ishfaq Khattak
Mr. Muhammad Ishfaq Khattak, an officer of the (Transportation and Commercial Group) of Pakistan Railways, is from the 1977 batch of Civil Services (4th Common Training). Having diverse work experience in the field of marketing, commerce, human resource, and operations, he has worked on different field and staff positions in Pakistan Railways (PR) at Karachi, Lahore, Rawalpindi, Islamabad and Peshawar. He has also worked in the Federal Ministry of Interior at Islamabad.
Prior to joining the National School of Public Policy (NSPP), Lahore, as Directing Staff /Faculty Member in August, 2007, he was the Managing Director of Pakistan Railways Advisory and Consultancy Services (PRACS), a public limited company of the Government of Pakistan. Under his directions, a policy shift was initiated as a result of which the firm took over a few loss making trains from PR and successfully enhanced revenue generations by more than 60%; refocusing on the client facilitation and improved service delivery. ‘Home Delivery’ of reserved train tickets, on-line reservations, conversion of the firm to e-office, purchase of rail tickets through credit cards, providing affordable catering on trains to economy class passengers through ‘Rail Cuisine’, supply of mineral water on trains and stations through vending machine, etc. are some of the service delivery measures initiated by him during his short stay.
Mr. Khattak has a post graduate degree in Public Administration from Punjab University, Lahore and from the Kennedy School of Government, Harvard University, Cambridge, USA. He is a Law Graduate (LLB) from Karachi University. His fields of interest are public service, human resource development, public policy and public service delivery.
Mr. Khattak has an interest in heritage work. Besides restoring the 1884 built railway station at Rawalpindi to its colonial glory, he was instrumental in establishing a Railways Heritage Museum at Golra Sharif Station. A weekend steam train for tourists, ‘Ghandarha Steam Safari’, operating between Rawalpindi and Golra Stations was introduced through his efforts. In recognition of his commitment to public service he has been awarded ‘Tamgha-e-Imtiaz’ by the President of Pakistan. He was awarded a Presidential Commendation Certificate for furthering the cause of scouting in Pakistan.
Mrs. Seemi Waheed
Mrs. Waheed, Directing Staff joined the National Management College (formally Pakistan Administrative Staff College) in 1982. She holds a Master’s Degree in Public Administration from Maxwell School of Citizenship and Public Affairs, Syracuse University, New York, USA. Her major was in public finance and economic development. She also holds a degree in Public Administration from Punjab University. Her specialization was in management and organization behavior. She is M. Phil (Economics) and is a member of Pakistan Society of Development Economists, American Society of Public Administration and Pakistan Population Association.
She has attended number of short courses abroad and at home in Public Expenditure Management, Total Quality Management, Poverty Reduction Strategies and other economic and management areas.
She has undertaken research and consultancy work for UNDP, UNICEF, DFID/WB, in areas of health, gender mainstreaming, education, human rights and non-governmental organizations in Punjab.
She has designed seminars, conferences and workshops for senior civil servants and private sector managers in areas of public expenditure management, poverty reduction strategies, child rights and development, project management and analysis and negotiation skills.
Mrs. Waheed has been a regular speaker at National Institutes of Public Administration, Civil Services Academy and other private and public sector training organizations. She has been foreign correspondent for Kitakyushu Forum for Women, Kitakyushu Japan.
She has edited a book on “Sustainable Development with Special Reference to Pakistan” and edited papers of the Conference on “Child Rights and Development”. She has a dozen research papers published in local and international journals.
Mr. Asaf Ghafoor
Mr. Asaf Ghafoor is an officer of Commerce and Trade Group. He belongs to 7th CTP of Civil Services. He has diverse experience of working in the Ministry of Commerce and as economic/commercial diplomat abroad. He has served as Trade Officer of Pakistan in Geneva and Seoul. He also served as Trade Expert in Ministry of Commerce, Riyadh Saudi Arabia on a UNDP Project on “Accession of Saudi Arabia to WTO.”
Prior to joining the National School of Public Policy (NSPP), Lahore, as Directing Staff (Faculty), he was Joint Secretary in the Ministry of Commerce and was Director on the BOD of Pakistan Reinsurance Company Limited.
Mr. Asaf Ghafoor obtained a Master’s Degree in English Language & Literature from Punjab University, Lahore in 1977. He has also participated in different bilateral and multilateral negotiations at international level and was a negotiator from Pakistan during the Uruguay Round of Trade Negotiations and subsequently establishment of WTO in Geneva from 1990-95. He also represented Pakistan at UNCTAD during his tenure in Geneva.
Ms. Rashida Bokhari:
Ms. Rashida Bokhari Directing Staff, National Management College is Economist by qualification and after doing her Masters’ in Economics from Punjab University and Post Graduate research from QUAID-E- AZAM University in 1975, she pursued her professional career. Her first assignment was in PL-480 Cell of USAID in PARC Islamabad. She joined Federal Government Service in 1976. She has on her credit variety of experience from Statistical Departments Surveys, Censuses and had been incharge of 17 Regional / Field Offices of Federal Bureau of Statistics. Her last assignment before joining NMC was Vice Principal in Trg. Wing of FBS Statistics Division. She has on her credit fourteen years experience of imparting in- service specialized training to officers and staff. She had attended 6 months Statistical Course in SIAP, Tokyo, Japan and represented Pakistan in various Workshops and Seminars in Japan, Thailand, USA etc. She qualified her 77th Advance Management Course at NIPA in 2000, and 85th National Management Course from National Management Wing of NMC in 2006.
She has on her credit more than a dozen research papers published in renowned national journals e.g. Economic Review, Pakistan Economist etc. She has also written a Review of a book on Women’s Human Capital by T. Paul Schultz for Strathclyde University Glasgow. She is undertaking research leading to PHD in Economics.
Dr. Sikandar Hayat
Dr. Sikandar Hayat joined the National Management College, Lahore in September 2006. He is Acting Dean National Institute of Public Policy (NIPP) of NSSP and Directing Staff (Research Methodology and Research) NMW of NMC. He holds Masters' Degree in History, Political Science, and LL.B Degree from the University of Peshawar. In 1977, he obtained his M.Phil in Political Science from Columbia University, New York, and in 1987, got his Ph.D. in History from the Quaid-e-Azam University, Islamabad.
Dr. Hayat joined Quaid-e-Azam University in early 1973 and remained associated with the University for more than three decades till his retirement on 31 August 2006, except for a few years, 1991-95, when he served as Education Counselor at the Embassy of Pakistan in Washington D.C., USA. Dr. Hayat taught courses in History and Politics of Pakistan, first at the Department of Pakistan Studies, and then, since 1983, at the Department of History of the Quaid-e-Azam University, both at Masters and M.Phil/Ph.D. levels. In 1999, he was appointed Professor of History. In 2005, he was selected as ‘Meritorious’ Professor of History (BPS-21). Dr. Hayat was Chairman, Department of History in 1996-1997, 1998-2001, and 2004-2006. He has supervised two Ph.D. and 25 M.Phil theses on a variety of subjects, mostly related to Pakistan. He is an HEC (Higher Education Commission)-approved Ph.D. Supervisor. Dr. Hayat has been the founding editor of Pakistan Journal of Social Sciences, a scholarly publication of the Faculty of Social Sciences at the Quaid-e-Azam University.
Dr. Hayat received the prestigious American Institute of Pakistan Studies (AIPS) Scholar-in-Residence Award for 1995-96. During this period, he also taught courses on politics at departments of Political Science of two American universities, Western Michigan University and Arkansas State University. At the Western Michigan, apart from teaching a course on International Politics, he also led a graduate seminar on Development Administration. Dr. Hayat has been awarded the AIPS Lecture Series Award three times, in 1990, 1997, and 2003. He lectured at a number of leading American universities including Columbia University, New York, University of Pennsylvania, Penn State, University of Illinois at Urbana-Champaign, University of California at Los Angeles (UCLA) and Berkeley. In 2006, he was selected for the Fulbright Visiting Specialists Program: ‘Direct Access to the Muslim World.’ He taught a course on ‘Politics and Islam’ at Juniata College, Pennsylvania.
Dr. Hayat has participated in numerous international conferences/seminars, both at home and abroad, and has contributed to a number of international journals, including the Journal of South Asian and Middle Eastern Studies (USA). He has published three books, The Charismatic Leader: Quaid-e-Azam Mohammad Ali Jinnah and the Creation of Pakistan (Karachi: Oxford University Press, 2008); Aspects of the Pakistan Movement (Islamabad: National Institute of Historical and Cultural Research, 1998); and (ed.) Genesis of the Pakistan Movement, 2 Vols. (Islamabad: Allama Iqbal Open University and Feroz Sons, 1988, 1990). Presently, he is working on the biography of Quaid-e-Azam Mohammad Ali Jinnah for the Routledge Biographies Series (U.K.).
Dr. Hayat’s major areas of interest are Pakistan, Pakistan Movement, Quaid-e-Azam Studies, Comparative Politics, International Relations, and Research Methodology. He is one of the earliest specialists on Research Methodology in Pakistan, starting with a course on Research Methodology at the Department of Pakistan Studies at the Quaid-e-Azam University, some thirty years back, in 1977. He has offered courses on methodology both at Masters and M.Phil/ Ph.D. levels in a number of disciplines/departments in the university subsequently over the years. In recognition of his expertise on the subject, he was appointed member of Advanced Studies and Research Boards of all the three major universities in Islamabad, Quaid-e-Azam University, International Islamic University (Islamic Research Institute), and Allama Iqbal Open University. He is invited to speak on Research Methodology at premier training and educational institutions of the country including National Defence University (Islamabad), Planning Commission (Islamabad) and the Command and Staff College (Quetta). He is the author of ‘Manual’ of Research Methodology at the College.
Brigadier (Retired) Anwar ul Haq, SI (M) [Sitara-e-Imtiaz(Military)]
Brigadier (Retired) Anwar ul Haq, SI (M) is on the faculty of National Management College (NMC), Lahore since August 2007. His principle assignment is Directing Staff and Directing Staff (Training & Coordination) at National Management Wing (NMW) of NMC since 24 August, 2007. Since his appointment at the NMC, he has been sponsoring Study Module and has been Faculty Advisor for various IRPs, GRPs and in Exercises’ Syndicates and RAGs.
He has served for 35 years in Pakistan Army and retired as Brigadier on 2nd May 2007. In recognition to meritorious service to the Nation, he has been awarded SI (M). He has varied experience in the challenging fields of command/executive, staff and instructional. He is a Graduate of National Defence College (NDC) [now National Defence University (NDU)] Islamabad and Command & Staff College, Quetta, Pakistan. He has the honor of serving as Directing Staff at NDC, Islamabad, Pakistan for two and a half years, where, he has been sponsoring Study Modules “Defence Policy & Military Strategy” and “National Security Strategy”.
Brigadier (Retired) Anwar has written a Basic Book on “National Security Strategy-Planning Process and Methodology”, which is issued to the participants of National Defence Course at NDU, Islamabad. He was sent on six weeks attachment to NDU Beijing, China in 2004 as part of Scholar Exchange Program between NDC, Islamabad and NDU Beijing China. During his attachment, he delivered two talks on strategic topics; “Thinking Strategically” and “National Security Strategy-Planning Process and Methodology”. While on the faculty of NDC, Islamabad and NMC Lahore, he has been Faculty Advisor to over eighty IRPs and GRPs. He has delivered talk on “Defence Policy-National Security” to the participants of National Security Workshop, held at NDC, Islamabad, which was attended by politicians, member of National & Provincial Assemblies, bureaucrats, serving senior officers of Pakistan Armed Forces.
Brigadier (Retired) Anwar ul Haq’s last assignment was Force Commander, Anti Narcotics Force, Balochistan, Pakistan for two and a half year. During his entire service and tenure at NMC, he has travelled widely and attended numerous conferences, meetings, seminars, workshops and round table conferences at various international forums, which were focusing on capacity building, operational and strategic management, and policy formulation.
Brigadier (Retired) Shahid Akram Kardar
Brigadier (Retired) Shahid Akram Kardar, Directing Staff (Study Tours) has been inducted into the NMC as a Directing Staff in February 2005. He is a graduate of National Defence College Islamabad and holds Master’s Degree in Defence & Strategic Studies from Quaid-e-Azam University. Apart from doing Command & Staff Course from Command & Staff College, Quetta he is the graduate of Royal Jordanian Command & Staff College. During his Army career he has held various Commands, Staff and instructional appointments. He has worked under Tri-service and multi-national environment during Pakistan Contingent’s employment in Bosnia under UNPROFOR.
Brigadier (Retired) Shahid Akram Kardar has been on the faculty of National Defence College and remained associated as Directing Staff with National Security Workshops organized at the College for the Parliamentarians, senior civil and army officers.Presently, Brigadier (Retired) Shahid Akram Kardar is the Director General Administration NSPP and Director General Training & Planning NSPP.

Mr. Khizar Hayat Gondal
Mr. Khizar Hayat Gondal is an officer of the District Management Group. He belongs to 10th CTP of Civil Service. He has diverse experience including working as Deputy Commissioner of four Districts, Secretary of two Administrative Departments in the Government of Punjab, Project Director of two foreign funded projects.
Prior to joining NSPP as Chief Instructor, Senior Management Wing of National Management College Lahore, he was Secretary, Government of the Punjab, Religious Affairs and Auqaf Department.
Mr. Khizar Hayat Gondal obtained Masters Degrees in Psychology from Government College Lahore (1982) and Social Policy and Planning from London School of Economics (1992). He has undergone numerous foreign training programmes including Infrastructure in a Market Economy and Executive Leadership from Kennedy School of Government, Harvard University.
Brigadier (R) Khan Ahmed
Brigadier (Retired Khan Ahmed, SI (M), Member Directing Staff of Senior Management Wing, was commissioned in Artillery in October 1974 after graduating from Pakistan Military Academy. He is graduate of National Defence University Islamabad, Command and Staff College Quetta, Defence Services Staff College Dhaka and US Army Field Artillery School, Fort Sill. He has done masters from Quaid-i-Azam University, Islamabad and Interpreter ship in Persian Language from National University of Modern Languages, Islamabad. He has also served on the faculty of National Defence University.
During his 34 years of Army Service, he held various commanded and staff appointments including Director Civilian Personnel at GHQ and Counsellor at Pakistan Embassy, Tehran. He commanded a Divisional Artillery Brigade and an Artillery Regiment in operations in high altitudes of Northern Areas.
He has been awarded Sitara-i-Imtiaz (Military) in recognition of his meritorious services in Army.
Syed Ghulam Hasnain Bokhari
Syed Ghulam Hasnain Bokhari, a Senior BS-20 officer of the Pakistan Audit & Accounts Service, worked in different financial, managerial and instructional capacities in Pakistan Military Accounts Department, Revenue Receipt Audit, Audit & Accounts Training Centre, Pakistan Railway, WAPDA, UET, Lahore, Office Of The Auditor General Of Pakistan and Ministry Of Science & Technology. During his service, he did various courses from institutions of national and international repute like NIPA, Lahore, Pakistan Administrative Staff College, Lahore, National Management College, Lahore, PIM, Lahore, USDA, Graduate School, Washington D.C USA and Institute Of Internal Auditors, Washington D.C USA. In addition to his services rendered in the government, he contributed considerably to literature through his poetic works.
His languages of interest are Urdu, English, Punjabi, Persian, Arabic and German but his creative works are limited only to Urdu, Persian and English. His master degrees are in Urdu, Persian and Philosophy.
Dr. Syed Hyder Ali
Dr. Syed Hyder Ali, is a BS-20 officer of the District Management Group. He has served as Assistant Commissioner and Deputy Commissioner, in various sub-divisions and districts of the province of Sindh. His such experience encompasses both urban and muffasil sub-divisions/Districts such as Khairpur, Sukkur, Ghotki and Karachi. He also has a broad exposure of the working of an autonomous body like Lahore Development Authority, where he held the portfolios of Administration, Estate Management and Land Development. He is also the founder architect of the Vocational Training Institute Project which over the years has now matured into Technical Education and Vocational Training Authority (TEVTA). He has served as Deputy Secretary, in the Education Department of the Government of the Punjab, where he played his role in cleansing the examination system from the menace of unfair means. He has also served in the Federal Government for more than three years. He holds the degrees of B.Sc., from the Punjab University Lahore and M.B.B.S. from Allama Iqbal Medical College, Lahore. He has also done a host of in-service training courses and programmes.
Mr. Asim Majid Khan
Mr. Asim Majid Khan is an officer of the Federal Board of Revenue (17th Common-1989 batch). He did M.A in Development Economics from the University of Sussex in 1998 and has a Degree in law, a Diploma in International Affairs and a Masters in Economics from Government College Lahore. He holds specialized expertise in taxation and has undertaken various training programs in Human Resource Management, Financial Management and Governance. He has served various wings of FBR such as Customs and Sales Tax and has unearthed many cases of tax evasion. He has also served as Deputy Director Hajj, Directorate of Hajj, Makkah on deputation. Mr. Asim Majid Khan holds an interest in training and has been associated with imparting training to probationary officers of FBR as well as senior officers in taxation matters in the Directorate of Training (DOT), Lahore.
Mr. Zia-ur-Rehman
Mr. Zia-ur-Rehman is an officer of Pakistan Audit and Accounts Service (13th Common – 1985 Batch). He did his M.B.A. from Quaid-e-Azam University Islamabad in 1982. He has undergone numerous national and international trainings including trainings from Switzerland, India and Bangladesh pertaining to Human Resource Management, Financial Management, Training and Governance issues. He has earned a diversified experience of serving the organizations like WAPDA, Pakistan Railways, PTCL, Provincial Secretariat, Federal Secretariat, NCHD and the Department of Auditor General of Pakistan in different capacities and positions at Middle Management Level and Senior Management Level. He has served University of Education as Head of its administration and finance departments and managing all the responsibilities of Treasurer, Registrar and Controller of Examinations and Trainings. He has to his credit the experience of serving as Provincial Chief Executive / Provincial Secretary of Pakistani Chapter of IFRC (International Federal of Red Cross) i.e. Red Crescent Society, Punjab. He has organized, managed and arranged many International Trainings, Workshops and Seminars in association with ICRC, IFRC, ASOSAI, INTOSAI, ECOSAI, Islamic Development Bank and Commonwealth Secretariat. He has been ‘Director Probationers’ for STP of Pakistan Audit & Accounts Service. He has been associated with PIFRA and was responsible for the training of DDOs and other stakeholders of Federal and Provincial Governments. He has also been holding the responsibility of imparting training to in-service officers of PA&AS and Associated Departments. He has been awarded a Medal by the President of Islamic Republic of Pakistan as a recognition to his meritorious services to humanity.
Ms. Rashid Mansoor
Dr. Rashid Mansoor, Directing Staff, National Management College is a BS-20 officer of the District Management Group. Dr. Rashid Mansoor started his career in district administration from the Province of N.W.F.P. First posting was Assistant Commissioner, Chitral and then as AC Swat, Karak and Toba Tek Singh. On allocation to Punjab Province, Dr. Rashid Mansoor served as Additional Secretary, Local Government & Community Development Department, Additional Secretary/Director (Public Policy), Public Policy & Change Management Wing, S&GAD, Vice Commissioner, Punjab Employees Social Security Institution, Labour & Human Resource Department. Dr. Rashid Mansoor has varied experience of serving as Assistant Commissioner, Administrator, ADC (G), Deputy Secretary, EDO (Revenue) and Additional Secretary in different departments of Government of the Punjab.
In 1987, Dr. Rashid Mansoor got the Degree of M.B.B.S. from King Edward Medical College, Lahore and in 2005, Masters of Business Administration (Marketing) from Institute of Business Administration, University of the Punjab, Lahore.
In 2003-04 Dr. Rashid Mansoor attended short courses in Management at National Institute of Public Administration (NIPA), & Human Resource Development Department Lahore. In 2009 he attended 5th Senior Management Course from National Management College, NSPP, Lahore.
Dr. Masood Akhter Chudhary
Dr. Masood Akhter Chudhary, Directing Staff, is an BS-19 officer of Military Lands & Cantonments Group. He did his MBBS from King Edward Medical College Lahore in 1985. He joined the civil services in 1989 (17th CTP). During his service he has hold various assignments, both at the administrative as well as staff level, in his department. His last posting was as Cantonment Executive Officer Walton, Lahore from where he joined the 5th Senior Management Course. He has a versatile experience of working on assignments involving preparation of Budgets, execution of Annual Development Plans of various Cantonment Boards, Local Government Taxation, management of Lands and waste disposal etc.
Since t he completion of the 5th SMC, he is with the NMC as a Faculty Member.
Dr. Muhammad Hashim Popalzai
Dr. Muhammad Hashim Popalzai is an officer of Secretariat Group. He belongs to 17th CTP of Central Superior Services of Pakistan. Dr. Popalzai holds MBBS degree from Allama Iqbal Medical College Lahore. He also has Masters Degree in Demography from University of Wales, College Cardiff, Wales, United Kingdom. He has varied experience of working in the Federal Secretariat and has served in Establishment Division, Ministry of Population Welfare and Planning and Development Division.
Before joining National School of Public Policy, Lahore as Directing Staff, he was on an international assignment and was serving as Counselor, Community Welfare at Embassy of Pakistan, Doha Qatar.
Dr. Popalzai has a research background and has served in National Institute of Population Studies (NIPS) as Senior Fellow. While attached with NIPS, he conducted evaluative research with primary data on various components of Ministry of Population Welfare. Two of his research studies namely: ‘Evaluation of Village Based Family Planning Workers’ Scheme’ and ‘Evaluation of Target Group Institutions in Population Welfare’ have been published.
Dr. Popalzai also has unique experience of serving in International organizations. He has served in Save the Children US and Family Planning Association of Pakistan, on various managerial level assignments. He has undergone training in disciplines of Reproductive Health, Project Management, and Financial Management in Public Service from International Institutes.
Mr. Waqar Ali Khan
Mr. Waqar Ali Khan is an officer of Secretariat Group. He belongs to 17th Common Training Programme of Civil Services.
He has diverse experience of working in various Federal Ministries/Divisions as Ministry of Commerce, Ministry of Petroleum & Natural resources, Establishment Division, Minority Affairs Division and Economic Affairs Division, besides working in Income Tax department on deputation basis.
Prior to joining National School of Public Policy (NSPP), Lahore, as Directing Staff (faculty), He was posted as Deputy Secretary (UN/China) in the Economic Affairs Division. His major assignment activities were negotiations at bilateral and multilateral level as under:
1) Pak China Economic Cooperation Programme, whereby loan negotiations and project development were the prime focus areas.
2) UN reform process wherein Pakistan is presently spearheading as one of the six piloting countries.
Mr. Waqar obtained Master’s Degree in English Language & Literature from Government College, Lahore in 1986. He was working as a Lecturer in English prior to joining the civil services.
He has undergone various foreign training programs like workshop on “Korean Industrial Experience at Korea, participated in WTO’s negotiations on Agriculture at Bangkok, represented Pakistan in a Seminar on Concessional Loan for developing countries at Beijing, China and a Regional workshop on developing Bankable Public Private Partnership Projects for Infrastructure Development at Vadodara, India.
Mr. Hamid Hameed Waris
Mr. Hamid Hameed Waris, Addl. Directing Staff, is a BS-19 officer of Postal Group (11th CTP). He did his Masters in Economics from the Punjab University after which he joined the civil services in 1983. He has a versatile experience of serving on various important posts in the department which inter-alia includes Controller, International Mail Office, Karachi, Dy. PMG Sialkot & Director, International Post, Islamabad.
In addition to a number of departmental enquiry reports, he is also an author of a book “How to Improve Quality of Postal Services in Pakistan”
He has attended a number of short courses in Postal Staff College, Islamabad. Besides he received on the job training in “Philately” in United States Postal Services. He successfully participated in the Mid Career Management Course, NIM Peshawar in the year 2008 and Senior Management Course at SMW Lahore in the year 2009.
